Reformation Is Yielding Results In Nigeria's Mining Sector

The  Federal  Government   has  expressed  happiness  that  the  transformation  in Nigeria’s  Mining  sector  is  yielding  the  expected  results.

The  Honourable  Minister  of  Mines  and  Steel  Development, Arc. Musa Mohammed Sada    made  the  remark  while  commissioning  the  new  headquarters  of  the  Mining  Cadastre Office  at   No. 37, Lobito Crescent, Wuse 2, Abuja  yesterday.

Arc. Sada  said  that  on  assumption  of  duty  in  the  Ministry,  we  promised  to  bequeath  some  enduring  legacies  for  the  development  of  the  sector  which  included: provision  of   a  befitting  Mining Cadastre Office which  was  commissioned  yesterday; production  of  Mining and Mineral Regulations; development  of Dimension Stones Industry; policy stability and sustained implementation  of  the  reform programme.

The  Minister  said  that  to  a  reasonable  extent,  the  Federal Government   had  no doubt  delivered  on  all  the  promises  and  a  sustainable  foundation  had  been  provided  for  the  rapid  development  of  the  Mining sector  in  Nigeria.

The  Minister  disclosed  that the  contributions  of  the  Mining industry  to  the  Federation’s  Account  and  exports  had  increased  by  double digits, adding  that  the sector’s development  will  facilitate   the realisation  of  Nigeria’s vision 20-20-20.

Arc. Sada  disclosed  that  the  Mining Cadastre  Office  was  established  in  compliance  with  Section    5(1) of  the  Minerals  and  Mining Act of 2007  with exclusive  authority  for  the  administration  of  mineral titles  and  the  maintenance  of  cadastre registers  with  a  Director-General.  He  said  that  a  substantive Director-General  was  recently  appointed  by  President Goodluck Ebele Jonathan  for  the  office. 

Since  the  creation  of  the  Mining Cadastre  Office  in 2005, it  had  successfully  carried  out  the  following  activities: generation of  database  covering  all  Mining Titles and Permits; hosting  of  stakeholders  workshops  on  the  new  mining licence administration system; revalidation  of  existing mineral titles; digitization  of  analogue topographic  sheets; computerisation  of the Mining Cadastre  System and e-record  in  Nigeria  in  collaboration  with  a  German based consulting firm; creation  and  maintenance  of  a  geometric  and alphanumeric  database  of  all  mineral title applications  and  effective  information   delivery system; receipt  of  11,777applications  out  of  which  7,500  had  been  treated.

The  new  headquarters  of  the  Mining Cadastre  Office  was  acquired  through  the  support  of  the  World  Bank  assisted  Sustainable Management  of  Mineral  Resources  Project  in  the  Ministry  of  Mines  and  Steel  Development.

The  Honourable Minister expressed  appreciation  to  the  World Bank  for  the  support  it  had given  and  is  still  giving  towards  the  transformation  of  the  Mining sector  in  Nigeria.

Arc. Sada  disclosed  that   the  approved  Minerals and Mining Regulations  will  be  presented  to  stakeholders  and  members  of  the  public  next  week.

He  also  disclosed    that  efforts  were  being  intensified  for  the  enactment  of  the  Bill  for  the  establishment  of  the Nigerian Institute  of  Mining and Geosciences, Jos, Plateau State  at  the  National  Assembly.

The  Minister  also  said  that  efforts  were  on  for  the  establishment  of  the  Solid Minerals Development Fund  for  adequate  funding  of  the  sector  by  the  Federal Government.

In  her  remarks,  the  Permanent  Secretary  in  the  Ministry  of  Mines  and  Steel  Development, Mrs. Elizabeth Emuren  said  that  the Mining Cadastre  Office  will  be  guided  by  the  basic  principles  of  first come, first served basis  without  prejudice  and  subjective  evaluation; non-discretionary  system,  transparent  and  open  to  public consultations.

Mrs. Emuren  added  that   the global  mining  communities, local  and  international  investors  have  now  been  provided  the  right  platform  for  sustainable mining activities  across  the  country.

In  his  remarks,  the  Country Director for Nigeria  and African Region of  the  World Bank, Mr. Onno Ruhl  observed  that  the  Mining Reforms  in  Nigeria  from  2003  and  beyond  shows  that  the Mining sector  is  leading  towards  a  private investor-led  mining sector.

Mr. Ruhl  also  noted  that  the  production  value  in  the  sector  had  increased  from US$35m  in  2005  to  US$135m  in  2009.

The  World Bank representative  in  the  country  advised  that  the  Nigerian  government  should  sustain  the  diversification  of  its  economy  through  the  development  of  the  mining  sector; consistency  in  policies, appropriate  legislation  and  regulations.

Mr.Ruhl  also  advised  that  there  should  be  increased  funding  for the  Mining  sector  through     increased  budgeting;  access  to  the  Natural Resources Development Fund and establishment  of  the  Solid Minerals Development Fund.

Other  suggestions  made  by  Mr.Ruhl  included: decentralisation  of  the  Mining Cadastre Office and  improvement  on  administration  and  processing  of applications  for  mineral  titles; hasten  the  process  for  the  enactment  of the  Bill  establishing  the  Nigerian  Institute  of  Mining and Geosciences  for  professional  capacity  support  for  the  sector; support  small  growing  mining businesses  and  related  downstream industries  through  improvements  in  access  to  finance  leading  to  job creation;  plan  for  mineral-sector driven infrastructure  development  and industrial  services  through Private Public Partnership schemes.

In  his  remarks,  the  Director-General of the  Mining Cadastre Office, Engr. Mohammed Amate  said  that  the  Mining Cadastre Office is  a brain child   of  series  of  Mining sector reform programmes  carried out  by  the  Ministry  of  Mines and Steel  Development.

Engr.Amate  said  that  the  agency  is  responsible  for  the  management  and  administration of  mineral  titles  which  is  considered  to  be  the  cornerstone  of  a  secure  mineral rights  system.

He  said  that  the  modernisation  of  the  Mining Cadastre System  is  a  key priority for  a  private sector-driven mining industry.

The  Director-General  said  that  the  vision  and  mission   of  the  Mining Cadastre Office  is  to  provide  an  independent, efficient, and  transparent  mining cadastre system  which  grants  and  administers  mining licences  and  permits  in  accordance  with  best international  practices  and  the  provisions  of  the  enabling  law.

Engr.Amate  disclosed  that  mineral title  applications  can  now  be  processed  and  issued  within  a  period  of  4-6 weeks  as  against  the  former  system  which  took  upward  of  two  years  to  process.
